It kind of depends on what your needs are; you can get a free version of Acid for loop making and many lower end video editing programs include sound libraries which may be cheaper than using companies dedicated to this task. I bought a few programs just for the freebies included and they often have some of the standard effects one may want. If there is a specific thing you are looking for let me know I may have it.
