Is this also true for sequence markers, that wouldn't show up in a menu, but 
would cause output to skip to the next marker when "next" was pressed?

  Are you burning the DVD from inside Premiere, i.e. File->Export->Export 
  to DVD? If so, have you checked the box to use the timeline markers as 
  chapter points? If you're exporting as an AVI file, and then burning 
  the DVD from a DVD authoring program, such as Encore, what codec are you 
  using to export? I've found that only the Microsoft DVD codec will keep 
  the chapter points from your timeline when you export.
