If Elements allows you a choice, use a LOSSLESS
codec when exporting to AVI. There are several
out there, commercial and free. I've had good results
with the freeware HuffYUV lossless codec.

Another option, almost as good, is an MJPEG codec
with the compression turned down as low as the
configuration for the codec allows.
