MPEG2 in 720x480 resolution for NTSC or 720x576 for PAL. Audio may be constant bitrate PCM, constant or variable bitrate Dolby AC3 or constant or variable bitrate MPEG1 Layer 2. NTSC must have one audio track that's either PCM or Dolby AC3. An NTSC DVD with only MP2 audio is not standard compliant. PAL DVD can use any of the three for its main audio track.
