The biggest problem for divx or xvid is the keyframe setup. I tried to encode
some video to 1 keyframe every frame or 1 keyframe every 15 frames, I am able
to edit the video easily in Premiere.

Otherwise, every time you click on the time line, you have to wait for a few
seconds before premiere response to it.

To explain it simple: you can't.
DivX/Xvid are heavy compressed formats that cannot be edited direcly in
  (most) editing programs.
