Can you just scale the size down using the effect controls?

I am using premiere pro 2 to chromakey a person in a red devil
costume using a green screen. I can figure out how to get the
chromakey working well.. now I need to shrink the devil video
down to overlay it on top of another video of a persons shoulder.
Any ideas?
