In Vista boot.ini was replaced with BCD (Boot Configuration Data) 
registry store.

Please note that by following the procedure described below you take 
risks of corrupting you system boot setup. I can't be liable for any 
damages, loss of data, need to reinstall the OS, etc., caused by this 
advise.

You should use BCDEdit command line utility:

1. Launch Command Prompt as Administrator (click the right mouse button 
over the "Command Prompt" icon in Start Menu and choose "Run as 
Administrator")

2. Type
        bcdedit /enum
to see the current boot config.

3. Type
        bcdedit /set PAE forceenable
to force Vista use all available physical RAM (up to 4GB depending on 
chipset, extension cards installed, graphics card, etc).

4. type
        bcdedit /set IncreaseUserVa 3072
to allocate 3GB to user programs.

5. reboot the computer.

You can delete any BCD parameter at any time by typing
        bcdedit /deletevalue <parameter>
Example: bcdedit /deletevalue IncreaseUserVa
