Its been a while for me on 6.0 but as I remember if you right click over the
track you want to slow/speed up/reverse you will get a window (still the same
on pro2) and one of the commands is speed/duration and all you have to do is
type in the percentage of the original track speed and make it a minus value,
for reverse.
For graphics ie: a circle highlighting a position on the screen I use the
tiltler, by drawing using the circle/ellipse tool to the size required,
unchecking the fill box and adding an outer stroke. The line size can then be
set plus the required colour and then place this on the video track above the
the one you want to high-lite and set the length for the period that you want
it to be on the screen.
I use this everyday in my role as a forensic video technician within the
Police service preparing video for court and it is a very quick and easy to do.
If you want to track the subjects movements with the circle then for
simplicity you can use the motion controls to place the circle at stages
dependant on the movement required.
Nowadays, I tend to use AE for tracking for any movement of the highlighted
subject, but for short clips the above can be very successful.

Well, it's been a while since I've worked with 6.0, but I did find a
web
page with info to help you on the first two questions. Just go to
http://people.csail.mit.edu/tbuehler/video/premiere/10speed.html to get
the details.
