Here is some of the information plus a  link to a different ( I think) way

Navigate to “C:\Program Files\Pinnacle\Hollywood FX 5\Host Plugins”, and then 
RIGHT CLICK on the “EDITION” folder and then go to “EDIT” COPY” and then 
navigate to “C:\Program Files\Adobe\Premiere Pro 1.5\Plug-ins\en_US” and then 
go to “EDIT” “PASTE”, now double click on the EDITION folder that you have 
just pasted and then RIGHT CLICK on each file in turn and rename the extension 
after the “.” From .vfx to .prm (rename these HfxEdt5.vfx,HfxEdt46.vfx to 
HfxEdt5.prm, HfxEdt46.prm) 
Open up adobe and HFX should be in the VIDEO TRANSITION folder. Just drag and 
drop the HFX transition and then double click it on the timeline and then look 
to the motion effects tab and click on CUSTOM. This will bring up the main HFX 
GUI where you can change the type of transition.

This worked on my version which is Hollywood FX 5 (version 5.2 build 48)

 Ok, simplifying all the steps here:

1). Open C:\Program Files\Pinnacle\Hollywood FX 4.6\Host Plugins
2). Copy the 2 files from folder "Edition" & "EditionFilter" to a temp folder.
3). Rename file extension of both to prm ..i,e in my case i shall do as

from "Edition" folder -> HfxEdt46.vfx ---> HfxEdt46.prm (for transition)
from "EditionFilter" folder -> Fl-HfxEdt46.vfx ---> Fl-HfxEdt46.prm (for 
filter)

After this, move both files -> C:\Program Files\Adobe\Premiere Pro 1.5\Plug-
ins\en_US
