It's been a while since I used Premiere 6.5, but I believe all frame 
rate and resolution options are set when you first create a new 
project and are unchangeable after that. If you don't see a 24p 
option when you create a new project, then my guess is that 6.5 can't 
handle 24p. For what it's worth, I know that Premiere Pro CS2 and CS3 
both handle 24p.
