Premiere 6.5 used to let you lock a clip on the timeline. It's not on Pro anymore.
What I can think of is to move the clips you need to be locked to it's own track. then lock down that track. At the moment I set a marker at the start of each clip, and then have to check regularly to ensure that I haven't inadvertently moved a clip (I don't know I manage to move them so often - but somehow I seem to do it regularly!!!!)
