Thanks so much for your reply.  I was tearing my hair out, thinking I was doing 
something wrong.  Glad to hear the program is functioning the way it was 
intended, even if not the way I would like.

I use Premiere for hobby only.  Most of what I create are slideshows with 
music, special effects, etc., and I've been using Photodex Producer, since it's 
so easy to use.  I can get the same track matte effect much easier in Producer, 
but prefer Premiere Pro for other things.  So-o-o-o, my question is, is there 
any point in upgrading Premiere Pro to CS3, or would I be wasting my money?  I 
actually almost considered going to Premiere Elements, but you can't do 
separate sequences in that, and I'd be stuck with the same problem with track 
mattes. (I think, anyway.)

I was thinking of downloading the trial of CS3 and trying it, but didn't know 
if I could run two versions at the same time.  ??

  Ah yes, the moving matte issue. That was a problem they addressed in
  Premiere Pro 2.0 and later releases.

  In 1.5, you have to scale and position and rotate and all that fun stuff in
  a separate sequence. THEN nest that sequence into another sequence, and use
  it as a track matte.

  As far as the issue of the source video and the matte moving together --
  that's just an unfortunate side effect of the way the Premiere Pro
  programmers decided to make the matte behave. Once you apply a track matte,
  the video and matte are "locked" together in position, so to speak. The
  solution is to apply your source video position/rotation/scale BEFORE adding
  the track matte effect. 

  Not desirable in the least, but... se la vi. Then again, advanced track
  mattes are better done in After Effects, so Premiere's "light"
  implementation intentionally has much to be desired.
