You can use two monitors, IF your video card can handle dual monitors.  
It has nothing to do with which version of Premiere you're using.  All 
you have to do is go to Display Properties (right-click on the desktop 
and select Properties) then go to the Settings tab.  Select the second 
monitor in the top half of the window, then click the check box that 
says "Extend the Windows Desktop to this monitor."  Then, if you go back 
to your Premiere window, just stretch the window to cover the entire 
desktop, and re-arrange and re-size the elements in your window to your 
liking.  We've been using this method for years, since Premiere 6, with 
no problems.

A couple of caveats... First, if you're using a recent NVIDIA card, the 
NVIDIA software may take over some of the display properties, and you 
may have to go into the NVIDIA control panel instead of the Display 
Properties to turn on the second monitor and stretch the desktop.  Look 
for "Setup Multiple Displays."  I don't think ATI cards have the same 
problem.  Second, don't Maximize Premiere to full screen.  Doing so will 
only stretch Premiere to fill the monitor it is in, not both monitors.
