I just found out about this freeware program . I wish I had it years ago!!
Go to REVOuninstaller.com, install program, use the advanced mode, uninstall Premiere, THEN reinstall Premiere. The way cool thing about REVO, is that it uses a program's integral uninstall feature, then searches for stranded registry entries, and log files. I don't know about Premiere, but when I uninstalled Nero, I had about 1000 orphaned registry entries . the very things that may dork up a reinstall. I'm not sure where you're at in making Premiere work again, but you may have to reinstall the program, get your failure messages, then use Revo. The next install should work OK.
