Since your DVD's have "skips" in them I would agree with George to focus on speed - DVD writers don't have large buffers (as far as I know) so the computer has to be fast enough to continuously feed the writer.
I can't offer help out of experience because I've used Encore for years but have never had any problems, not even with check-sum errors. But I have read that some lower-priced blank disks, even from "name" brands, are more prone to errors than the same-brand's top line. Note also that on the Burn Disk dialog in Encore that there is an indication of the write speed, and also that there is a check to have Encore to make a verify-after-write pass, which helps you know the actual write was successful. I'm not sure about APpro 2.0 since I've never tried burning directly from it. Hoping this is of some help .
