Well, to put it bluntly, the best quality is the highest setting you
can get that will allow the entire project to fit on one disk.  I'm
assuming that you want to burn your project to DVD, although you never
say what your final product is.  I remember seeing something about a
bitrate calculator in a book about Encore, but I usually just let
Encore calculate the best settings...

I just googled "DVD compression calculator" and the first hit that
came up looks like it may do what you want.  Try this link...
