The quick answer: to render in Adobe Premiere, you simply make sure 
the timeline is selected and press the Enter key. The computer will 
grind a bit with a progress bar, and when it's done it will start 
playback. I'm not sure if Elements does the same thing, but suspect 
it does. You might check your Help menu or manual for instructions on 
how to render.

What's going on when you render? When you assemble clips and then add 
effects to them, the effects alter what's played back. In playback 
before rendering, Premiere reads the clips, computes the effects to 
add to the clip contents, and displays the results on the screen. The 
effect computation can take some time, and that's what sometimes 
makes the video playback stutter.

When you render the timeline, Premiere reads all the clips, computes 
all the changes, then writes the changed content to one or more 
preview files. The next time you play the timeline back, it reads 
straight from the preview files so there's no heavy computing 
involved to display the video, and hence much smoother playback.

Anytime you record back to tape or use a codec to export video, 
Premiere automatically renders before sending data out.
