Premiere is not converting the files to MPEG format. HDV files are 
natively in MPEG format and Premiere imports that data as .m2t files. 
The original quality from the camera is there, as it is simply a data 
transfer.  Premiere may be displaying a reduced resolution image on your 
computer screen during playback, to allow you to edit in real time. But 
if you park the timeline or export a still image or uncompressed video, 
you will see the full quality of the video.
