I can suggest one converter as also a plug-in for Premiere Pro that I use quite often, which is canopus procoder 3. You can use Procoder 3 for such convertion, but it should be used as a standalone rather than a plug-in if you are not a genuine buyer or if you don't have a conopus capture card. I used Procoder quite often with Premiere Pro 2.0 (DV PAL), it rendered everything from the timeline to native AVI format but seemed to ignore 'preview rendered' files and 'index files' as it took longer time to export completely. It does not occurs with premiere because premiere uses all the rendered and indexed files when exporting without re-rendering at the time of export, that's why comparatively taking less time to export. Another problem I encountered when exporting to DVD-MPEG-2 720x576 format from my DV PAL project, Procoder showed error. May it would not occour for the buyers who purchased procoder bundled with Canopus capture cards. I use Procoder for standalone convertion, result is very good.
