Create the correct size, 720x480 (NTSC) / 720x576 (PAL). Then set the
correct PAR (that way you see it stretched correctly):
eg. Image -> Pixel Aspect Ratio -> D1/DV NTSC wide (1.2).
That should do it. If not, make sure that your app (Encore?) doesn't try to
correct the image a 2nd time (IIRC, Alt-drag it into place, or something
like that).
