AC3 is Dolby's digital format. It can be 2 or more channels, up to 5.1 which is 
left front and rear, right front and rear, center front and subwoofer.

I suspect plenty of lobbying of the companies in the standards committee and 
tossing about of cash by Dolby to make AC3 audio a required component of NTSC 
DVD video. ;P

DTS Audio is another format that can be used, but few DVDs have it. Most DVD's 
I've seen have one 5.1 AC3 track and one or two 2 channel AC3 tracks.
Older movies and TV shows generally have only a single 2 channel track, with 
some having a second 2 channel track for commentary or another language if the 
original ever was shown/broadcast with it.

Every audio track takes space away from the video. Since a standards compliant 
NTSC DVD is 'stuck' with AC3, hardly anyone uses the more space efficient MPEG1.
