It is difficult to advise people on these matters because so much is dependent on personal workflows, personal preferences, and similar matters. 1. Your computer is probably OK but shouldn't there be more another disk and more disk space? And certainly more memory would help, even with 1.5. 2. Only you can decide whether the improvements in CS3 over 1.5 are useful to you. But note CS3 does have a lot of things added; a lot are workflow conveniences but it is similar enough that you can just jump in and start using it right away. 3. I, too, went from 1.5 to CS3 but when I used 1.5 I didn't know enough about personalizing things so I never had any to lose, thus don't know if CS3 was backward compatible. 4. I don't know what "too much time" is - the screen layout is similar enough that CS3 won't feel totally strange, yet there are some new things about it. Many things I learned in CS3 I don't even know whether 1.5 had - the point being that one is always learning how to use tools better and better anyway. 5. Yes, I used CS3 to edit mpg (that is all I edit since my JVC cameras make mpg's) but I never worked with tapes or plug-ins. My cameras make 1920x1080 mpg's and CS3 works with them very well. I never worked with DV and don't know what 32 and 48 are. 6. I don't remember the differences any more but I do remember appreciating Encore CS3. I learned how to use motion backgrounds and video in buttons in CS3 but have no idea whether 1.5 can do it, too.
I'm the type that upgrades everything just to keep current, thus now I am using CS4.
