Until someone throws you a better suggestion....

I can only export using the DV setting or Media Encoder in Premiere (It 
freezes on Xvid and others.)
I use a freeware program called "AllToAVI".
I can't do a lot of fine tuning, but it handles about anything I throw at 
it.

It'll export to DivX, XviD, and PSP to whatever screen size you want.
