The following is for Encore2, not sure whether it is different in later 
cversions.

Create the menu in Photoshop and save as .psd
Open Encore
Import the file as menu
Now drag it from the Project panel to the Library panel in which you 
want it stored.
You will be asked whether you want to store it as standard menu which 
will be shown as .psd
or menu template which will be shown as .em

I used to do this in the past and to make sure that it is still correct 
I tried it just now.
Had one problem this time:
When I want to store it as standard menu I do not see it in the list.
Dragging it a second time I am told file already exists. If I replace it 
it is still not visible.

The menu template .em  is there.

Please try it and let me know whether it works for you and whether YOU 
see the .psd menu
