What do you actually want to do? Do you want to 1. apply the same effect to a number of clips and then adjust the settings for each clip individually or 2. apply the same effect with "identical" settings to the clips?
If you select the clips and drag the effect to them (as mentioned below) you can NOT (at least I can not) adjust the effect settings for all clips simultaneously. If you want identical settings you adjust one clip and then " Paste Attributes" to the others.
