OK
 
As you know, you select which effect/transition by dragging from the Effects
panel to the clip on the timeline, and as Ray pointed out, you adjust its
parameters by showing the Effects Control panel and expanding the Effect
name to expose the parameters.
 
But additionally, remember that the Effects Control shows the effects active
only for the clip selected in the timeline - if the wrong clip is selected,
confusion reigns supreme!

I am having trouble manipulating parameters of Effects in video tracks. For
one thing I don't see any visible indicator in the timeline that the Effect
patch is in place. I can see the results in the playback. Atually I dropped
a "crop" effect in the time line and that's the last I saw of it. Sorta like
outerspace there.. just dropped out of sight and vanished.
then After a while this spinning earth that I had in the timeline from which
i was trying to crop the black space... well the earth kind of swirled down
sort of like it got flushed... I was trying to save it.but.. I don't know
what I did. 
please help me save the world!!! Actually I have a little picture of the
Blessed Virgin Mary up in the corner on a track all her own.. maybe i should
just get on my rosary. and....
well I'm checing with you all just in case you know how I can get a grip on
the video effects. thanks
