I assume you can create a mask, in Photoshop or using the titler.
Put the clip on track 1, copy the clip to track two and align them, put
the mask on track three.
Blur the clip on track two. Apply the effect "track matte" (in section
keying) to the clip on
track two.
In Effects Control expand "track matte key".
Next to "matte" you must point the matte to track 3
Depending on how your mask has been made you may have to select "reverse"
