Audio tracks are either mono or stereo. When you create a new project or
sequence you tell Premiere how many of each to start with, a minimum of 1
track. When adding a clip to the timeline and the
audio gets placed on the first available track for its type (mono-stereo) and
if there isn't one of those, a new one is created for it. So if you working
with mono clips start with only mono tracks.
