Firstly, JPEGs should play, they are nothing special so
you must be doing a "little something" wrong.
By loaded I presume you mean import. (File > Import)
1. When you select a picture in the Project Window, do you see it in the
small preview window on the top left of the project window?
2. When you double click on it it the project window, does it open in the
Source Window?
I suggest you start a new project and import ONLY JPEGs, no video.
Check the two points above first and only then drag a picture to the
timeline.
The pictures will only be 5 or 6 seconds long, so you have to increase
the scale
of the timeline, otherwise you may not even see them.
Do the test and let us know what happens.
