This sounds suspiciously like the computer output is lagging behind the
recording device. Have you looked at it from that angle?

What happens when you try to export a clean video to tape using Premiere Pro
and Movie Maker?
 
I'm having a problem where doing the above results in a video on the tape
that skips sporadically from full video/audio to nothing and back to full
video/audio repeatedly and this is using both Premiere Pro and Movie Maker.
It's definitely not a cable problem because capturing from tape (which I do
constantly) has no problem. My only guess is the operating system, the
firewire driver, or maybe some resident program or service running in the
background.
 
Since exporting to tape is something i rarely do, my workaround is to copy
the video file over to a Mac laptop running OS X 10.5 and using iMovie to
export to tape.
