First of all, both YouTube videos are low quality. They are only 240p. There is 
no reason you should be degrading your videos to such poor quality.
 
Second, if you shot footage at a 16:9 aspect ratio, do not letterbox it into a 
4:3 aspect ratio and upload it to YouTube. Doing so will result in video that 
is letterboxed and pillarboxed with a thick black border all around the video 
which is happening to your video.
 
If you shoot your video at Standard Definition NTSC 720x480 widescreen 16:9 
aspect ratio with a 1.2 pixel aspect ratio, export it out to 854x480 with a 1.0 
square pixel aspect ratio.
 
If you shoot at HD 1280x720, export it out as 1280x720. If you shoot at HD 
1920x1080, export it out as 1920x1080.
 
When you do all your capturing and editing in Premiere Elements 8, there's no 
need to export the edited video over to Windows Movie Maker.

ok these are nice and clear

now look at this video when the plans fold back the image is so poor and 
rastered you cant tell what it is. it clears up but still very poor.

i used the same handycam in both video series same elements 8 same computer. to 
test what is going on the videos look fine in playback mode on the handycam and 
look ok as raw video when downloaded. Next i took the raw videos and rendered 
them with windows movie maker and they came out looking ok. so i narrowed it 
down to the program elements 8 but don't know what to do.
