I realized that this is an access problem to the files. The GUI shows an X, so
the files are excluded. But TSM checks all files even if they are excluded.
This is because if a backup exists on the TSM server it must be expired.
exclude.dir can exclude a whole directory in which case the files in that
directory would not be processed. Otherwise the scheduler need to have access
to get the file information. That's what I heard from an IBM employee.

dsm.opt file. We restarted the scheduler but still have the same result:
