There was a redbook written about "bare metal" NT restore. Also take a look through the archives of this list since it's been discussed several times before. Many folks have contributed their experienced tips. Basically it boils down to installing a minimal NT system and TSM client in a repair partition, using the TSM client to restore the complete backup to another partition, and rebooting the restored system.
