Accounting Records

Does anyone know where there is a more concise explanation of the fields in
the accounting record.  I am wondering what field 23 -"Amount of
communications wait time during the session, in seconds" really means.
Does this reflect the network traffic or is it waiting for the data to be
written to the destination media.  I can not find anything in the Technical
Guide or Practical Implementation Guide.
