I use two admin schedules to move tapes offsite and back onsite:

adsm-offsite is my tape copy pool
RECALL is just a name of the offsite place
all of our tape volumes start with an M

To move tapes offsite ONLY when they are full I use this command
every day:

                 Schedule Name: SET-TAPES-OFFSITE
                   Description: Make the ADSM-OFFSITE tapes that are
full marked as offsite.
                       Command: update vol m* access=offsite
whereaccess=readwrite wherestg=adsm-offsite location="RECALL"
wherestatus=full
                      Priority: 5
               Start Date/Time: 08/25/00   10:25:00
                      Duration: 6 Hour(s)
                        Period: 1 Day(s)
                   Day of Week: Any
                    Expiration:

To move tapes back onsite I use this command once a week (Sunday):

                 Schedule Name: MOVE-ONSITE
                   Description: Move tapes backup to onsite status. Only
tapes that are empty
                       Command: update vol m* access=readwrite
whereaccess=offsite wherestg=adsm-offsite location="" wherestatus=empty
                      Priority: 5
               Start Date/Time: 08/20/00   23:00:00
                      Duration: 1 Hour(s)
                        Period: 1 Week(s)
