Upgrade Serverlevel 3.1.2.16

On the FTP Servers of ftp.tivoli.com or service.boulder.ibm.com are only Levelupgrades 
of 3.7 and 4.1. Are there any Upgrades available for 3.1? I need it for long file 
names for Novell Fileservers...
