Mutual feeling is there Richards..as i  wasted 4 days in this process ..
looking at error log , actlog , also
  kept busy , some of the admins on list

Any chance of having the server code updated so as to put out an
explanatory message when the REGister LICense refuses to perform
the requested license update?  This would obviously save a lot
of customer anguish and wasted time to have a message say why
it was not performing the requested update.
