Periodically, we need to do 'q v acc=readonly stat=filling'.  Living with
tapes means inevitable I/O errors, which cause TSM to mark the tape as
ineligible for further writing until we do something about it.  If
overlooked, the scratch pool can mysteriously dwindle, and valuable tape
space can go to waste.
