Angelica, We run three AS/400s with TSM servers. I have run into something similar a couple of times. In each case, the tape drive that was assigned to TSM was either varied off, had become damaged, or did not exist when I tried to bring up the TSM server. Once the device was varied on and operational, the TSM server started OK. I am not sure if this is the same type of thing that you are experiencing but I hope this is of some help.
