MOVE DAAT from 3590 to 3590

A write error has been detected on a Ctape. Therefor I am moving the data from
one 3590 to another to be sure the data can be read and that the data is now on
a good media. Doing the following command:

Move data 202118 STG=BUMIGPOOL2

the system mounts first the tape 202028 and 202034. afterwards he is waiting for
the tape 202118.

Why does the TSM servers wants first the 20028 tape (which is in the same
stgpool) before migrating the data? Any ideas?
