Fluctuating license count

We're now at TSM 4.1.2.0 on AIX 4.3.  I'm noticing our "Number of Managed
System for LAN in use" (query lic) fluctuates up and down from day to day.
We have not deleted any nodes.  On what basis is this number incremented?
On what basis is it decremented?
