I just got the certification last month and the test was not very difficult.
Try the sample certification test on the TIVOLI site -
http://www.tivoli.com/services/certification/exams/699exam.html
If you do well with the sample test - you should be fine with the real one.

Read the recommended redbooks and you should be fine. The test is a mix of
questions on TSM syntax and TSM planning/problem solving.
