In my opinion the answer to this question varies relative to the size of the 
forest/domain. 

For example; if you are dealing with an environment with a small number of DC's 
and a single site then the potential need for recovery could be higher than a 
larger environment that spans many sites in different  regional/national/global 
locations.
In these larger sites when a domain controller fails it is generally easier to 
stand up a new member server and promote it to a DC as a replacement than to 
recover the failed one.

However, in smaller installations where there is one, or a small number of 
domain controllers, the risk for restore is higher as there is less, or no, 
redundancy.

In most all situations it's probably easier to automate the backup of AD, using 
your tool of choice, to local storage and then assure that it is included in 
the backup. 
It provides you more flexible options to recover AD, should the need arise, 
independent of the domain controller.

I believe that TSM for VMWare is Active Directory aware and creates consistent 
snaps of virtualized DCs.

I've handed our AD guys VM backups of their DCs for a couple years now and they 
seem to be able to recover without much issue but I'm not an expert in AD or 
what their procedure is.

Is there any point in backing up an Active Directory server using the TSM 
client? Would a restore of Active Directory work? I have read conflicting views 
on this - some say it would not work yet others say it has worked for them, 
while others say that they use another tool to backup Active Directory and then 
use TSM to backup those backup files.
