Is there an FTP site to get newest MS-XCHANGE API?

Hello all,
        I was wondering if there is an FTP site to get the newest release of
the MS-EXCHANGE API.  We haven't even installed the 1.1. version everwhere
it needs to be.  So I am looking for the fastest way to get the newest
release.
