This is a followup...
It turns out that HP recently updated their firmware in their 2/20, 4/40,
etc. line to rev 1.25.00. That is what broke the TSM SCSI library driver.
I downlevel-ed the library firmware to rev 1.14.00 (and the drives to V15
from V20) and was able to define all required objects in TSM 4.1.2.0 (we
"rejected" the 4.1.3.2 fixtest).
The HP utility only runs in 32-bit Windows or HP-UX. So I had to build an
NT box with a differential SCSI adapter to connect to the library.
Luckily, I had two IBM 6209 SCSI adapters that I had pulled out of our TSM
server (and replaced with 6207s, which are twice as fast).
Windows NT 4.0 Setup detected the 6209 and installed the driver
automatically - which really astounded me - so that from the time I pulled
the surplus PC off the shelf to the time I connected the library to it to
begin the download was only about 3 hours.
Note that HP Tech Support had to email me the old firmware; it can't be
downloaded by an end-user. Also, the Library Support software tool
requires an HP-assigned password to allow firmware downgrades. Finally,
when the library firmware is downgraded, the drive firmware must be
downgraded as well, even though the drives were working AOK at V20.
Tivoli is expecting to release an updated driver in about two months to
handle the rev 1.25.00 firmware. At that point I'll upgrade the library
firmware back to 1.25.00.

No, I had similar results with a DLT2/20. It appears to me that the
library automatically ejects the tape after any operation, and TSM
doesn't seem to like that. I haven't been able to find a setting on the
library to disable this behavior.
I spent some tme with TSM support, who had me upgrade FW on the lib, but
that didn't help either.
As this was a test system, and I ran out of time to play, I abandoned
the effort (at least temporarily).
If I get more info, I'll pass it along...
