I have two tape pools, and I reclaim them at the same time. Occasionally,
I'll see the process for one of the pools waiting a long time for an INPUT
tape. The input tape turns out to be the OUTPUT tape of the other pool's
reclamation process that's currently running!! Is this a sign of a problem
or is there a valid scenario in which this can happen?
