good idea, but ... not true. I just did a test on a small server (4.1.2.0):

tsm: TSM02>select count(*) from backups where state='INACTIVE_VERSION'

 Unnamed[1]
-----------
     325347

tsm: TSM02>expi inven

ANR0812I Inventory file expiration process 65 completed: examined 31689
objects, deleting 3258 backup objects, 0 archive objects, 0 DB backup volumes,
