    It can only write to a tape that has not reached the end of the tape.
If your tapes say 5%, it can only write to them if that 5% is at the
beginning of the tape.  I had this problem with a DLT library once: TSM
would interpret end-of-tape as an error, and not change the status to
full.  Since it assumed the tapes were 40G when they were really 32G, it
reported tapes being 60-80% full and in the filling state...
