ERROR DESCRIPTION:
After upgrade to TSM server level 4.1.2.0 the message:
ANR000W Unable to open default locale message, /usr/lib/nls/msg/
C/.
is seen upon server startup. The message does not prevent the
server from starting, nor does it affect server operations.
LOCAL FIX:
The message can be eliminated by copying the dsmserv.cat file
from the /usr/lib/nls/msg/en_US directory to /usr/lib/nls/msg/C
directory.

Just guessing - you might change your LANG variable, if it's "C", to "en_US"
or something that's really in /usr/lib/nls/msg.
