You can use it WITH a mksysb tape, use the mksysb tape to restore OS, TSM
Client and settings. (rootvg) and use the backupsets to restore all the
other vg's and it's data.

I think nothing can replace a mksysb, it's bootable, all the software in the
rootvg, all settings and users ect. ideal.
